When is a "program" a complete "program?" This is a simple question, but in order to answer it, you need to know the components of a complete instructional program. Believe me, a lot rides on knowing the difference between the two. Over the course of my career I have seen the disastrous results of schools and school systems buying programs that were not complete programs, and further wasting money on teacher training to implement these "programs." The cycle is seemingly endless. I offer a new insight and solution to this waste of time, money and teacher talent.
This version of the program is the same as the original "How to Write Learning Objectives" with the addition of a new section that relates to criteria for selecting instructional programs that will operate as claimed in actual classroom settings. The criteria are presented in an easily understood, plain-English format. They are useful to any educator, regardless of experience, or to those preparing to become teachers.
The criteria that I developed will help you ask the right questions about any proposed "instructional program." It also details for you when a salesman, inservice director, or workshop leader needs to explain how a suggested, or even approved program is supposed to work, and why.
